Resolved Question: "Conferences" and academics?

I'm curious about what requirements these various "conferences" have, in terms of which schools are invited to become members. Big 10, Pac-10, SEC, etc. There's always talk among college football fans about how great it would be "if such and such a team was in the Big 10." But I'm sure there are more things to consider than just athletics. Does anybody know why, for example, Penn State was allowed to become a member of the Big 10, but Notre Dame was not?
